The day began with a welcome address highlighting the importance of this meeting, carefully organized by the Luxembourg Presidency. Stella Hubert, Director of the Administration for Registration, Estates and VAT (AED), emphasized that tax fraud remains a persistent phenomenon, requiring constant vigilance. She stressed the crucial role that Benelux must play in tackling this issue collectively.
The discussions provided an opportunity to take stock of the progress made by the working groups, particularly in the areas of electronic invoicing, information exchange, and combating carousel fraud. Participants also addressed the challenges related to integrating technological innovations such as artificial intelligence and Big Data to enhance the efficiency of tax administrations.
A key highlight of the meeting was the strategic reflection on implementing e-reporting (DRR) and electronic invoicing within the framework of the VIDA project. The discussions underscored the opportunities these tools offer to modernize tax processes and intensify the fight against fraud. The possibility of Benelux-level cooperation in these areas was welcomed by the delegations.
The meeting concluded with a presentation of the priorities of the Dutch Presidency for 2026. Participants reaffirmed their commitment to continuing close, innovative, and effective collaboration to address common tax challenges.
