At the initiative of the Dutch Presidency, the Benelux Union has, in a position paper, called on the European Commission to develop a harmonised European framework for e‑scooters and other light electric vehicles. Belgium, the Netherlands and Luxembourg warn that current differences in national regulations lead to safety risks, legal uncertainty and barriers to innovation.
According to the Benelux, the use of e-scooters and other Personal Mobility Devices (PMDs) is increasing rapidly, while regulation within the European Union remains fragmented. This complicates enforcement, creates uncertainty for manufacturers and hampers the development of a well-functioning internal market.
The three countries therefore call for a European legislative framework with harmonised technical requirements, clear rules for market surveillance and enforcement, as well as a proportionate system of type approval or an equivalent conformity assessment system.
“The current fragmentation of national rules hampers both road safety and innovation. With a single European framework, we can better protect users and provide greater legal certainty for businesses,” says Liesje Schreinemacher, Deputy Secretary-General of the Benelux.
The Benelux countries say they are ready to actively contribute to the further development of European rules for light electric vehicles.
