Benelux tests a digital Business Wallet to simplify public procurement

The Benelux countries are launching a proof of concept to examine the feasibility of a digital “Benelux Business Wallet.” The aim is to significantly simplify companies’ participation in public procurement. Through this initiative, Belgium, the Netherlands and Luxembourg are also making a concrete contribution to the development of the future European Union “European Business Wallet.”

Today, companies must submit a series of documents and certificates for each tender. This leads to administrative burdens, delays and errors, particularly for SMEs and in cross-border tenders. The Benelux aims to simplify this process by enabling companies to store their validated data digitally and share it securely.

“With this proof of concept, we are taking a concrete step towards less paperwork and faster procedures for companies,” says Liesje Schreinemacher, Deputy Secretary-General of the Benelux. “The Benelux can serve as a testing ground for solutions that will later be developed at the European level.

”The digital wallet will enable companies to provide official data—sourced from authentic bodies such as business registers, tax authorities and judicial institutions—only once, and then reuse it for multiple tenders. Contracting authorities will be able to verify this data more quickly and reliably.

Initially, the initiative focuses on testing the applicability of this wallet in public procurement, with particular attention to SMEs and cross-border participation within the Benelux. Implementation involves cooperation with technology partners, procurement platforms and representatives of the business community. Chambers of commerce and so-called central business registers, which manage company registers in the three countries, play a key role.

The results of the project will be shared with the European Commission and will contribute to the further development of the European Business Wallet, an initiative that forms part of the ongoing digitalisation of the European internal market.

Through this initiative, the Benelux once again confirms its role as a testing ground for innovative and cross-border solutions in Europe.
