Under the Luxembourg presidency, a realistic training exercise on an electricity crisis was organized together with seven other European countries. The exercise took place at the Ministry of Economy in Luxembourg.
Experts, grid operators, regulatory authorities, and the Benelux Secretariat participated in the exercise, which focused on operationalizing regional cooperation and resilience in emergency situations. The simulation tested how well the countries could respond to a hypothetical power crisis and how they could support each other with joint measures.
Since its establishment in 2005, the Pentalateral Energy Forum — comprising Belgium, the Netherlands, Luxembourg, Germany, France, Austria, and Switzerland — has worked on integrating their electricity markets and developing a joint response strategy for crises. This exercise built on lessons learned from previous crisis simulations organized by the Belgian and Dutch Benelux presidencies in collaboration with the Benelux Secretariat. In an increasingly complex energy landscape, the training highlighted the benefits of cooperation during crises.
